I tried using quotes as well as escaping the ‘.’, with no success. Doxygen
treating ‘.’ as a separator seems likely, as subpaging “this” twice in the
overview produces the same structure. Alternatively, the extra “this” subpage
isn’t created after changing the ID of “this.that” to “that.this”, but the
“that.this” page is still at the default level.

I didn't look into it but the '.' is most of the time a separator so this could
explain the behavior.
Did you try to place quotes around this.that ?
