I am not sure I follow but for the Gerrit trigger we build
nebula/dpp/whiteboard in one go.. and I had hoped/wished/thought that dpp uses
the jar created from the nebula build? is that not the case?

This is where SVN and Git are different. A git commit describes a directory
structure (manifest). Which means by design one is not able to
poll/clone/checkout a subdirectory.
