As it happens, we do have a standard procedure. Since the virtual machines 
(saros-build, ...) are hosted by the IT department of our institute (and 
performing the procedure somewhat requires to be member of the institute) the 
textual description of the procedure is not publicly available on 
saros-project.org, but on an internal wikipage (you may remember the 
"SarosTech" page).

As for the rest of your mail: Thanks for your remarks -- they are already part 
of the standard procedure.

PS: The current procedure contains the following tasks (which are covered in 
greater detail on the internal wikipage):
 * Request VM snapshot
 * Inform dpp-devel
 * Actual maintenance:
   * Ubuntu Package Upgrades
   * Jenkins Update
   * Jenkins Plugins Updates
   * Gerrit Update
   * Sanity Check
   * Update the audit trail (performed changes)
 * Request snapshot deletion
