No, they are not.

In every Saros session there is one central participant, traditionally
called "Host".
Currently, we need a running Eclipse instance for that role, but in
principle it should be possible to include a future version of the Saros
Core into a command-line tool and let it run as a Server.
But for "old-school" sessions, the two distinctions you made are actually
useful: There is client and server code in all Saros instances, but only at
the Host system the server code will be executed. The client code, however,
is active at*all*  participants' systems.
