I did not dig into this, but even a build that is "kept forever" should be 
deletable through the web interface.
"Keeping" a build in Jenkins only means that it is not affected by the clean-up 
rules (e.g. "keep only the latest 30 builds" or "delete builds after 3 weeks").
If it's actually not possible to delete them through the web interface, I 
suspect there is something different going on, like access right issues on the 
file system level.

I have no experience with deleting builds manually. Some plugins might still 
expect the builds to be there (because they weren't notified by some trigger), 
so whoever takes care of this issue: Try to find this symptom and possible 
solutions on the internet first.

Last thought on this: The only technical consequence of keeping more builds 
than usual is using more disc space than usual. As long as we have enough free 
space (do we?), I would suggest to postpone the "keeping forever" issue and 
tackling the more severe problems first (see your other e-mails).

Almost all builds that were triggered by Gerrit are marked as "Keep
Forever" ... WHY ?!

You cannot delete those builds in the Web UI anymore.
