Summary: Readonly users can move files

Initial Comment:
It is possible for readonly users to move files within the project which cause 
an inconsistency.
It should not be possible for readonly users to move files (at least within 
eclipse).

Todo: check what happens when the file structure is modified from outside 
eclipse and the readonly user "refreshes" his project.

As the ResourceChangeValidator says, it is only possible to react to
changes after they have initiated. We cannot prevent them from happening.

Still, the validator will warn a read-only user before those changes are
made permanent.
