Summary: All Saros views should be registered for Java perspective

Initial Comment:
After the installation of Saros, the views (roster, session, chat, etc.) are 
registered for a seemingly arbitrary perspective (in my experience, often 
"Resource"). When you change to Java, you have to open all views anew by 
yourself. This makes for a *really* bad user experience and prevents users from 
noticing chat capabilities.

One should come up with a strategy that registers the Saros views to be 
included in all/some programming perspectives. It is important that this only 
happens once, so that the user can remove the views if we does not want them 
and we don't override his decision.
