Summary: Follow mode button not enabled when observer

Initial Comment:
After leaving the driver mode, we have seen that the follow mode button is not 
re-enabled.

Probably is related to 

    * 2616658 "Role information becomes inconsistent very easily" 
    * 2616551 "Giving driver role needs more than one try sometimes."

This bug was still present during Christoph's experiment on 2008-03-04.
Since this is an unrecoverable error (toggling driver role does not help),
it gets upgraded to highest priority.
