Summary: [CW] Consistency Recovery does not stop project properly

Initial Comment:
When performing a consistency recovery as a client, who is a driver, then Saros 
picks up the changes caused by files being sent from the host and interprets 
them as activities by the user (TextEdits or FileActivities).

There are two hacks in place in the EditorManager and the SharedResourceManager 
to stop this, but a proper solution via the StopManager is clearly preferred.

It is still possible with three participants that someone who requested a
recovery will get the file from the host followed by text edit activities
for the same file that are already included in the sent file.

Idea: Stop the user requesting the recovery after all others.
