Summary: Use a ConsistencyWatchdog

Initial Comment:
Since we cannot make sure that the participants do not break the consistency by 
using obscure operation or by working outside of Eclipse, we need a mechanism 
that can detect when files are out of sync.

Things to consider:

  * Consistency Watchdog need to watch whether files exist or not
  
  * Consistency Watchdog needs to involve the user somehow (the warning sign -> 
Tooltip is missing)
