Summary: Need-Based Feature broken

Initial Comment:
See test case

Alice invites Bob.

Bob modifies a file which is part of a shared project.

Alice invites Carl.

Bobs changes triggers activities generated by Alice Jupiter Server.

Need-Based feature on Alice side now "thinks" that we modify a file which is
not shared / is modified during sync.

This (the GUI dialog popup called inside from our business logic ... -.-) seems
to block to block the network layer for an unkown reason.
