[INTERNAL] prevent recursive execution of start / stop methods
Found a recursion while playing around with the
project negotiation processes.
Stop -> IPN -> executeCancellation -> Stop
This may produce unwanted results because
the order of the listener callback is
executed in the wrong order.
Start and Stop methods now checks for recursion
and abort if necessary.
