Description:
Buddy Request Window should be shown whenever there's a pending request.
Problem:
1\) Alice adds Bob as Buddy, while he is not using Eclipse \(offline\)
2\) When Bob later Eclipse starts, Bob is not notified that Alice requested him
to be her Buddy
Expected:
When Bob starts Eclipse at a later time, the Buddy Request Window should pop
up, so Bob can accept or reject Alice's request.
