It is possible to run Saros without the Whiteboard plugin. However the Session
negotiation is not aware of such configurations and will start the Whiteboard
initialization on the host side until it is cancelled manually because the
remote side may not have a the Whiteboard plugin installed.
Reason for PRIO 7: This is not acceptable for the Saros Server Feature.
