[HTML] Fix modal dialog behaviour
With this commit, the behaviour of modal dialogs
changed:
- they are closeable via pressing "esc"
- they are "submittable" via pressing "enter"
- they are "static", which means not closed when
clicking on other elements in the background
According to usability tests, this is a far more
predictable behaviour.
