FWIW I cannot recreate this problem..  I am running win2k ie6...
I solicited the help window about 30 times..  tried setting focus to various
things and soliciting the help window...    each time, the help window is
removed and rebuilt..  Could this be a timing issue?   I am on a moderately
slow video setup...

Just a thought
