I guess what I'm saying is that the page you're referring to is already
there -- as the help window that describes the searches -- including the UI
to enable/disable searches.  Disabling searches just needs to prevent
loading them instead of just causing them not be invoked.

No, I think that sounds perfect.  The current help page is could easily be
expanded to do just that.
