wow guys i can't believe how dumb i am. i did use the installer (which didn't have the file). but when i was troubleshooting i was using my local directory pull from CVS (which is in a different location and did have the file) and copying modified files into the DQSD dir. that fixed it! thanks!
i haven't done any kind of DQSD editing/troubleshooting in quite a while. i guess i am rusty.
