Works fine here. Did you modify yours to have that URL hint in the search.htm? If you did that sets DQSD to internet or trusted zone. This isn't as good as the zone it evidently gets put into when you don't have that in there and only set the FEATURE_LOCALMACHINE_LOCKDOWN registry value for explorer.exe to 0. Try taking it out and restarting it.
Also I don't think it's the best option to have the installer set that registry value on install. It got reset when I upgraded from SP2 RC1 to RC2 and I bet it will do it again RC2>final. Hmm.
