I think you dont have a clean install in place..  If you 
get all the same release installed you should have no trouble.
close the toolbar,logout,login,re-install, and see if the 
error doesnt go away.

The toolbar simple creates the url and submits it to windows
to load in the browser.  Its up to windows to figure out the
default, and spawn it. What is probably happening is that
opera isnt fully declared as your default browser. Check in
my computer->tools->folder options->file types to ensure
the htm, html, http, htw, htx, and http protocol types are set 
to call opera..  If not either set them by hand or load 
opera and see if if you can get it to re-declare itself as
the default browser for these filetypes..
