Okay,
resizing it to a small window did the trick. I didn't know about that
step.

Hmmm.... when I do that I get an error:

...which I expected. I press No, and then when I
resize the window so the height is about 2 inches high the search field is
visible.

it appears that this isnt working exactly as intended.. I
closed
the
toolbar, and in explorer, double-clicked the search.htm
document.
The
page that came up had the message "..designed to be placed
on
the
windows taskbar" and I also got an alert - "cant find
searchbar"..

Even with the taskbar version closed, I cannot open the search.htm
in IE. Do I need to reboot first?

Huh? I guess I don't understand what you mean there. I'm just
opening IE and typing C:\Program Files\Quick Search Deskbar\search.htm
into the Address field.
