Shift-Enter will always opens a new window for the search regardless of the
reuseWindowMode setting. This works only when IE is the default browser.
There's not another key-binding that does the opposite.

(It wouldn't be difficult to make Shift-Enter to differently depending on the
reuseBrowserWindowMode setting.  Hmmm.)
