The XML files are usually attachments. You should be able to just use
"file >save attachments > filename.xml" in your Outlook when the
message is selected. If that doesn't work for you for some reason,
aside from suggesting you get your system checked out for viruses or
other problems, you'll probably need to wait for CVS to come back
online, then you can get the file in here:
  http://cvs.sf.net/viewcvs.py/dqsd/dqsd/searches/
(looks like it's there now!)
