Well, my theme.css and theme_blue.css match, and match the snippets you
provided. I did not modify them from the original. I have jpeg files of the
active deskbar (active.jpg) and idle deskbar (inactive.jpg) but can't upload
them to this list, so I don't know what to do with them. The white text on
blue background is indeed there when inactive, but you can clearly see the
gray bar underneath. The deskbar contains a white "window" with black text
when active. I have not modified the standard XP taskbar.

Here is my localprefs.js file, in case that is affecting it. Setting the
banner width to 0, perhaps?
