svn.exe may be in the PATH for the interactive user(you), but that doesn't
necessarily mean it's in the path for Draco. The Draco service runs under
the LOCALSYSTEM account, which may or may not have the same environment as
you.

Ensure that svn.exe is in the System path, not just that of the current
user.
