HI Marty,   Just had exactly the same problem with my T-4XC. In my case, it was the 12AX7 V9 that is used to as the side-tone oscillator. The side tone oscillator is used to generate carrier on tune, and trip the VOX on CW.   Mine would work OK at high line voltage, but I frequently have low line volts, and the emission of the 12AX7 was less than one third of spec. and the oscillator quit with the low voltage. If yours is not the tube, I would have a look around that circuit.   Hope this helps.   Let us know how you make out.   Mark?
