You will have to replace the 9.59 MHz reference crystal with a 9.6 MHz crystal in the FS-4. The connector on the receiver end of the cable from the FS-4 is different, but I think it can be made to work as-is. The reason for this is that while the R-4 Series uses crystals that are 11.1 MHz above the desired lower band edge, i.e., 21.1 MHz crystal for 10.0 - 10.5 MHz coverage, while the SPR-4 uses 11.09 MHz, or 21.09 MHz crystal for 10.0 - 10.5 MHz coverage.
I don't have the crystal specs, you may be able to get them from Drake or possibly from International Crystal.
Or if you can live with the dial reading 10 kHz off .....
