Probably heater-cathode leakage.

You can sub a 6FQ7 if you can't find a 6EV7.

Thanks for the tips. For some reason the 6EV7 tube was the culprit. My tube tester does not test that tube. It was acting flakey. Since I did not have a new one yet. I cut all the pins except the heaters off. Low and behold the voltage came up to where it should be. I sit in bafflement each time I find something that make no sense. I then relize I have no idea what I am doing. I feel better and then plod ahead anyway.
