Judging by the looks of it it's certainly not by Drake , hence the "ugly mod" subject :-)
The unit also had a handful of burned or replaced resistors,
and several resistors that had cracked or way off the supposed value.
This to me indicates something was very very wrong with the unit so I've removed
that mod and I'm restoring it to original wiring, thanks to my other unmodded T-4XC
it should be a snap.
Though the units are just 4000 serials away there are still some differences in the revisions, mostly PCB layout and assembly, but with the help of schematics it shouldn't
be any problems...

The modification, per your picture, is NOT a
modification made by the R. L. Drake Company or
recommended by the R. L. Drake Company.  I have no
idea as to it's function or otherwise.  I can only
suggest backtracking through previous owners to try
and find the source.
