This is perfectly normal. I have understood that it was a "safety-requirement" in case the TR7 was used professionally, that then RX could not be adjusted to zero volume. I guess it means that a fixed resistor is added to the ground wire of the volume potentiometer, but I have never checked that. If you dislike this behaviour, I guess you could remove the resistor.... Haven't dug into it yet, but wonder if this is a common problem in the TR7? Not likely a pot problem since it adjusts very smoothly down to the minimum, but just doesn't reduce the output to zero.
