Well, sometimes you just get lucky. I reheated all the solder joints on the components involved in the oscillator and then gave the 13.695 Xtal a few sharp raps with a wooden pencil (very scientific!). Reinstalled the PBT board and now the oscillator can be adjusted properly and with more of the slug inside the coil form than before. Thus far in the alignment process, all appears well.

I spent some time researching purchase of a new crystal and spoke with an engineer at International Crystal. They had no info on that particular TR7 crystal, but asked that I email him a scan of the oscillator schematic. It turns out that crystals do change value with age and that can be quite a bit over time, but nowhere near where mine appeared to be oscillating. He speculated that the crystal may have not been working at all and that the oscillator might just be free-running, hence the rather large frequency error. I'm not qualified to pass judgement on that, but he may have been right. At any rate, it's good to know that International is still a very helpful organization and can provide just about anything you need in the way of a crystal for a reasonable price. If you need band crystals for something like an R4C, they have information on the rig and will tell you exactly what to order.
