I have seen electrolytics fail in two modes. Dry up and create high ripple, and dry up and short out. Most of my childhood "table top BC radio fixes" were the high ripple failure mode.
I am guessing that my past experience with high ripple may well have been high ESR. High ESR is a strange thing. The capacitance is there, but since there is high resistance "inside" the cap, it is just like that cap has lost all its capacitance when put under load.
