Don't let the appearance of the OB2 fool you. Some regulators will have what looks like a dark silver area which looks like a burn. This is part of the manufacturing process and may be a remnant of the "getter."

I presume that you have taken voltage measurements. Are the proper voltages present?

This is only tangentially related to Drakes since it concerns a Hallicrafters TO keyer, but perhaps someone here on the list can give me some ideas. It appears that the OB2 VR tube has gone to its ancestors. The OA2 seems to be fine, but the appearance of the former is darkened and shows signs of heat. Is there a failure mode for these tubes? In 40+ years of using tube equipment, I have never seen one of these quit before. I have checked out the other components, and nothing else appears to be burned. I do not yet have another OB2 to put in there to test it out.
