I'll add that adjusting L1 has no effect.

The crystal oscillator is not good. The test point is +3.9V and won't change. Swapping crystals from a TR-4 did not help. Swapping V1 did not help.

The regulated +150V measures +147.7. But some of the voltages on V1 are off.

Pin 1 should be 134V, but is 114V.
Pin 2 should be -1.44V, but is +3.9V. I wonder how it works at all.
Pin 3 should be 125V, but is 98V.
Pin 6 should be 255V, but is 235V.
Pins 7-8 should be 3.0V, but are 5.8V.
Pin 9 should be 0.7V but is 5V.

Resistances for V1 measured what they should be.

So close, yet so far.

40M is a problem, and that is not uncommon on the TR-(any). I peaked T-3 and it does receive on 40M, but it is clearly less sensitive. It will not transmit at all on 40M. 15M is better, but still not good. It's good on 80M, 20M, and 10M.

Since it's "working", the PreMixer and 21.5 MHz oscillator are running.
Most likely alignment, the top of T8 and T10 with RF TUNE at around 7.
Check opposite sideband for possible filter problem.
