Calibration by the procedure in the manual will make the S-Meter quite
"accurate", whatever that is. To me, an "accurate" S-Meter reads S-9
with a 50 uV signal at the antenna. There are a couple of other
"standards", but this is the one I choose.
If by "all the way to the left" you mean below S-1, and it doesn't set
to S-1 with the internal and external ZERO adjustments, then you
probably have a gassy tube at V1, V3 or V5. Once the 1 uV point is set
to S-3, set the S-1 (zero) level with the Bias control, and the full
scale 60 dB over S-9 with 30,000 uV input and with the Meter
Sensitivity control, the meter should read S-9 with a 50 uV signal.
