Possibly it's the 'audio' stages that are clipping, rather than the
PA? A weak 12AX7 at V18 or perhaps associated resistors.
Of course any of the transmit stages 'could' be clipping, which can be
caused by weak tubes or resistors going up in value, but I'd start with
the MIC stages.
The AGC does an excellent job of keeping the PA from clipping, but has
no way to prevent clipping in earlier stages.

Note: If I tune my T4x in the same manner, once I peak the output; turning up
the xmit gain doesn't distort or clip. So, I turned down the xmit gain on the
