Well, yes, not that it is an easy thing to maintain. I imagine that's a PEP
measurement that they want. Your power reading on an average reading meter
would be on the order of a couple of watts, depending on your voice
characteristics. This would work best if you had some kind of RF
clipper/processor, like the Drake SP-75/Diawa/Ten-Tec/etc. This would help keep
your PEP level where you want it. The other issue is, at that power level you
would probably have higher IMD on the transmit signal because you are operating
close to the crossover point of the PA transistors.
