It is all Lacquer based...I use a lot of dope..on models. I'm not sure if the HV stuff has any additives in it to make it more dielectric or not. I do know that the newer transformer insulating varnish isnt varnish at all but a form of epoxy. I guess it depends on what you are asking the coating to do.
