Apparently what I found is already documented. Here is a reply from my inquiry to Bill Frost.
 
You have obtained one of the RF/IF click boxes that was used by Drake technicians to test and/or troubleshoot the Drake products. These were designed and built in house for use on several product lines. If you go to the Drake Museum of LA6OP and the late Jean-Marie Cherry you will find a description of this unit that I wrote for their web-site. http://www.dproducts.be/Drake_Museum/rf_&_if_test.htm

We had several dealers with service departments and we produced the RF/IF test fixtures for each dealer that wanted to service Drake equipment on site. They sent their service technician down for a weeks training and they were given the test fixture upon completion of the training.
 
Glad I could be of assistance. To answer your question, which I overlooked, the "click box" was used on the production lines by testers and also in the final test position. We also had several of these in the service department.

This is a copy of some questions I emailed to Bill Frost...I will post some pictures on photobucket or the like when I can. It is some factory Drake Test Gear for the 4-line
 
 I recently bought this and would like to know how it was used. Before I bought it and it arrived here I thought it had a built in power supply (Maybe a clone of an AC-4) but apparently it was used with an external supply for the rig under test. I see that it does have built in supplies for the RF and IF signal generators. I also got three sheets of schematics with it in an envelope with Amateur Electronic Service of London. Ontario (Canada) on it.
Was this used mainly for repair or for new rig calibration?
I plan to share some pictures and what info you can give me with the Hams on the Drake List. The rigs listed on it are the T4-X, TR-4, TR-44, TR-6, TC-2 and TC-6. The schematics have a 1969 date on them with a Miamisburg address and drawn by a "EDF"
