You'd think I would know better by now. I should never attack these problems when it's past my bedtime..............

The original document for the T-4XC is correct, involving Pin 6 and Pin 9 of 
the 6EV7 socket.

The TR-4C version is NOT correct, as Drake reversed the triodes in the TR-4C, AND used that convenient Pin 9 that is not used by the tube and instead appropriated it for a tie-point.

The TR-4C needs the 1.5k, 1W resistor in series with the lead to Pin 1 of V19. I don't have a TR-4C open at the moment, but there needs to be a terminal where the lead from the relay to Pin 1 and the 'new' 1.5k resistor can be anchored. Suggestions are welcome!!!

So again, sorry for all the confusion, and I'll see what can be done about the 
TR-4C.
