No, this is not typical.
There are a couple of possibilities. There is some variation in controls when the are at either end
of their rotation. In some cases, when the control is fully CCW there is still some resistance
between the wiper and the lower end of the control. The internal connection between the resistance
element and the end terminal may also be faulty. Replacement of the control is the only fix for this.
Another case can be that the lower end connection of the pot is not connected to a solid ground.
Check the quality of the solder joints in this area.
