Y'know, I just had that area apart on mine a week and a half ago, but I don't recall the specifics of the mounting. The collector of Q2101 is definitely hot, but it is a plastic encased device with the only exposed metal on the back side, as I recall. Metal hardware on the top side shouln't be a problem. If it were, the rig wouldn't be working at all, as you would have no +10V.
U2102 is the 5 volt regulator IC, and should have a plastic bushing under the nut. Although it could be bolted directly to ground, as the tab of the device is common to the ground leg, Drake may have chosen not to do so to avoid the possibility of a ground loop in the 5V supply.
