  I read back through your earlier posts, I assume the problem is on all bands. 
With the T-4XC disconnected from the R-4C check the T-4XC’s INJ jack for RF 
that peaks with the preselector and varies in frequency with the PTO. On 40 
meters the frequency will be 18.1 mhz minus the 5.5 to 5 mhz PTO frequency 
(13.6 to 12.6 mhz) . If the frequency doesn’t vary with the PTO then you need 
to look for RF from the PTO, it may be bad. If you read only the PTO or nothing 
at all from the INJ jack the band crystal oscillator may be bad. 
  Also check  for RF at the CARRIER jack, it should be around 5695 mhz. 
  Also Make sure your XTALS switch is in NORM and that there is no issues with 
it.
