where is best place to get
1) the cable from the FS4 to my SPR 4
and
2) the adjustment crystal to put in the FS4 for the SPR4?

What you are seeing is normal. The capacitance of the coax from the
FS-4 will change the frequencies of the band xtals. Have to unplug FS-4
from R-4B to correct or can build this adapter, see attached. If you are
only going to use FS-4 with R-4B, then just the toroid transformer may
be used.
