I was capped at 300kb/s until I put this in my config:
net {
sndbuf-size 512k;
max-buffers 20480;
max-epoch-size 16384;
unplug-watermark 20480;
}

In short, you should be able to issue a command similar to this:
drbdsetup /dev/drbdo syncer -r 40M
When done, issue this to revert to the drbd.conf settings;
drbdadm adjust r0
