He missed 3 steps. He needs to make the resource up to date (drbdadm -- --clear-bitmap new-current-uuid r0 on one of the resources) Your primary step (drbdadm primary r0) He needs to mkfs on the drbd device, not the raw device. (mke2fs -j /dev/drbd0)
