I think I am beginning to understand what you mean. Altough I didn't come to 
this understanding from the docs I read so far.
I will test this in the next days.

Some questions:
 - If the rule is not inf: but something like 100:, what happens when (in your 
first example that I quoted above) bar fails and can not recover? A colocation-
binding with a score of less then inf would leave a chance for foo to run 
without bar or (if other scores are right) to run on a different node than bar, 
right?
 - Your (2) would mean that foo is actually started after bar finished 
starting? Otherwise foo wouldn't know if bar didn't start.
