Thanks Shaun.  Interestingly I found that one could do:

drbdadm sh-new-minor r0 1

it seems that it is a hidden command.

You're not doing anything wrong. It would appear new-minor isn't a valid 
command for drbdadm. It turns out the documentation is wrong. You want: 

drbdsetup new-minor r0 1 1 

Easy mix-up. But they really should correct the documentation.
