drbdsetup is only compatible where it happens to be so.
Anything using drbdsetup directly
should know what it is doing,
and call the correct binary.
In general we recommend to use the userland matching the module.

I have been pointed to a suggestion for improving it here:

It suggests that drbdsetup should check the module version and exec
drbdsetup83 immediately (i.e. before parsing command options and
attempting to communicate with the kernel). Apparently this is what
drbdadm already does.
