That's easily accomplished with Pacemaker cluster manager,
there are many guides on how to do it all over the internet.
Simply said, Pacemaker controls both DRBD and ISCSI targets
and if the slave node detects master's failure - it promotes
DRBD to primary, brings up shared ip address and starts ISCSI.
But your problem can be, i think, solved much simpler:
you just need to rsync your ISO's to another server, because,
as i see it, they are changed infrequently. Then you can use cluster
manager to fail over IP address between these servers.

Can I take 2 servers, setup DRBD between them, then configure ISCSI on
both servers but only connect to 1 of the ISCSI targets. Leave the

DRBD would be configured to listen to a backend network using a small
1gig switch. The ISCSI would be configure to listen on the frontend
